Disaster and Emergency Management Planning

Course Description

Wildfires, flooding, and other emergency situations have a major impact on community members’ physical, mental, spiritual, and financial well-being, and on a Nation’s sovereignty and cultural integrity. This course is designed specifically to help Indigenous emergency managers create a planning team for the purpose of developing and drafting a plan.

Delivery and Length

Number of days allocated to the course: 3

Morning Breaks: 9:30am – 9:45am

Lunch Breaks: 12:00pm – 1:00pm

Afternoon Breaks: 2:30pm – 2:45pm

Activity to close session: Class discussion

Learning Outcomes

Upon successful completion of this course, students will be able to:

  1. Define and apply core emergency management planning steps.

  2. Develop a comprehensive, community‑focused emergency management plan.

  3. Leverage local knowledge, cultural traditions, and Indigenous practices to shape the plan.

  4. Identify and engage key partners to foster sustained collaboration.

  5. Identify timeline and steps to complete the implementation of the plan.

Module 1: Common Planning Steps

  • Six Planning Steps

  • Milestones

  • Key Vocabulary

Module 2: Your Culture and Knowledge

  • Assess where your knowledge and culture supports emergency management planning

  • Current Emergency Management systems

  • Community-focused improvements

Module 3: Emergency Management Planning Partners

  • Working with external partners and agencies in the planning, response, and recovery phases

Module 4: Emergency Management Strategies and Courses of Action

  • Identifying and assessing strategies down to tactics

Assessments:

Presentation of your planning team and timeline to approval of a plan.

Policies:

Attendance: Participants must attend a minimum of 90% of instructional time.

Respect: All interactions among participants and between participants and the instructor must be marked by respect for individual and collective knowledge, wisdom, and experience.
