Disaster and Emergency Management Program Design and Development

Course Description

Wildfires, flooding, and other emergency situations have a major impact on community members’ physical, mental, spiritual, and financial well-being, and on a Nation’s sovereignty and cultural integrity. This course is designed specifically to help Indigenous emergency managers plan the design of their emergency management program while respecting their rights to tailor it for their culture.

Delivery and Length

Number of days allocated to the course: 2

Morning Breaks: 9:30am – 9:45am

Lunch Breaks: 12:00pm – 1:00pm

Afternoon Breaks: 2:30pm – 2:45pm

Activity to close session: Class discussion

Learning Outcomes

Upon successful completion of this course, students will be able to:

  1. Define and apply core emergency management program components to their design.

  2. Develop a comprehensive, community‑focused emergency program design.

  3. Leverage local knowledge, cultural traditions, and Indigenous practices to shape the program.

  4. Identify and engage key partners to foster sustained collaboration.

  5. Identify timeline and steps to complete the implementation of a program.

Module 2: Program Design and Your Culture and Knowledge

  • Assess where your knowledge and culture supports emergency management

  • Current Emergency Management systems

  • Community-focused improvements

Module 3: Emergency Management Partners

  • Working with external partners and agencies in the planning, response, and recovery phases

Module 4: Emergency Management Strategies

  • Identifying and assessing strategies

Assessments:

Presentation of your timeline and design considerations

Policies:

Attendance: Participants must attend a minimum of 90% of instructional time.

Respect: All interactions among participants and between participants and the instructor must be marked by respect for individual and collective knowledge, wisdom, and experience.
